Pakistan Banks’ Association (PBA) has started creating a Panel of Approved Security Agencies from 24 September 2007. Banks / F.I.s falling under jurisdiction of State Bank of Pakistan are required to deploy Guards for their branches / offices from, and use Cash in Transit Services of, only those Security Agencies which are enlisted on the PBA Panel of Approved Security Agencies.
 
For creation of the Panel of Approved Security Agencies, PBA has issued Guidelines for Enlistment of Security Agencies. Updated release of the Guidelines  may be downloaded from here.

The conditions for enlistment of Security Agencies are specified in Clause 4 of the Guidelines.

Banks / F.I.s may continue their existing contracts with Security Agencies till expiry. After expiry they are required to renew / enter into contracts with only those Security Agencies which are on the PBA Panel of Approved Security Agencies.

Further, security agencies which have been delisted for failing to complete reporting requirements, but are impending cancellation of security arrangments for guarding services by banks are as under:

Security Agencies must enclose copies of the required documents with the Application Form, and sign the specified undertakings.

One of the conditions for enlistment is that the Security Agencies will submit Credentials of their Guards / Supervisors serving the Banking Industry for re-verification. All such Guards / Supervisors whose credentials are doubtful or prove defective in any manner will be removed from the Banking Industry.

PBA has assigned the task of re-verification of Credentials of Guards / Supervisors to All Pakistan Security Agencies’ Association (APSAA).

The sequence of the re-verification procedure will be as follows:

Security Agency will apply for Enlistment to PBA.

Upon receipt of complete and orderly Application Form with all required supporting documents, PBA shall enlist the Security Agency and intimate it accordingly.

Within 15 days of enlistment, the Security Agency shall provide a complete list of Guards / Supervisors deployed in the Banking Industry and used for Cash-In-Transit for Banks / F.I.s to PBA on Form PBA-SA-03.

Upon receipt of this statistics, PBA shall ask APSAA to commence receipt of Credentials of Guards / Supervisors from Banking Industry on Form PBA-SA-04. PBA shall do this within 15 days of receipt of initial data.

PBA will advise the Security Agency to start submitting Credentials of guards/supervisors to APSAA. PBA shall do this within 15 days of receipt of initial data.

Security Agencies shall directly provide the Credentials of guards/supervisors to APSAA on Form PBA-SA-04 within 30 days of enlistment.

APSAA shall provide to PBA status of the Credentials when received from the issuing authorities.

Security Agencies shall provide particulars to PBA as required in Clause 7.02.02 of the Guidelines, within 60 days of enlistment, on Form PBA-SA-05.

bullet

Thereafter, Security Agencies will update PBA on various particulars of Guards / Supervisors on a monthly basis, on Forms PBA-SA-07 to PBA-SA-09.

Security Agencies shall also on a monthly basis, provide particulars of guards/supervisors appointed during the month to PBA on Form PBA-SA-05, and to APSAA on Form PBA-SA-04.
